Development & Construction Valuations

Development Appraisals, Feasibility and Construction Monitoring in Cayman

Valuations, feasibility models and construction monitoring for lenders, developers and investors, from a Chartered Surveyor who develops in Cayman.

Built by people who build

Most valuers see a development once, on paper. Plum’s founders buy land, take schemes through planning, fund them through joint ventures and build them in Grand Cayman. We know what a realistic build cost, programme and sales rate look like here because we are living them.

That experience goes into every report. Lenders get figures they can rely on at credit committee. Developers and investors get an honest view of whether a scheme works before they commit capital.

Who we work for

  • Lenders: retail banks, private banks and credit unions funding construction and development.
  • Developers: from a single home to a multi-phase resort or residential scheme.
  • Joint venture partners and investors: family offices, private investors and funds testing a sponsor’s numbers.
  • Landowners: understanding what their land is worth with planning potential.

Our development services

Development land and site appraisals. Residual valuations, highest and best use studies and site value with and without planning. We look at zoning, density, setbacks, access and what the market will actually buy on that site.

Feasibility studies and financial models. Full development pro formas and cash flows covering land, hard and soft costs, finance, sales or rental income and exit. We run sensitivity analysis on costs, values and timing, and model phasing, joint venture waterfalls and the capital stack so every party can see how returns are shared.

Valuations for development finance. Market value as is, gross development value as complete, and special assumption valuations for construction loans, all to RICS Red Book standard and accepted by every Cayman retail bank.

Construction monitoring and drawdown reports. Regular site inspections during the build, with progress valuations, cost to complete and confirmation that each drawdown matches the work done. Lenders get a clear, independent check before releasing funds.

Major projects. Resorts, hotels, multi-unit residential and mixed-use schemes across Grand Cayman, Cayman Brac and Little Cayman, including phased schemes and off-plan sales.

Independent review for lenders and investors. A second opinion on a developer’s appraisal, budget or programme before you fund it.

Questions we answer

  • What is this land worth with planning for a given number of units?
  • Does the scheme still work if build costs rise 10% or sales take a year longer?
  • How much can we borrow against gross development value, and what is the equity gap?
  • Has the contractor done the work this drawdown claims?
  • How should profit be split between landowner, developer and investors?

    Frequently Asked Questions

A development valuation gives a formal RICS opinion of value, usually for a lender. A feasibility study is a decision tool: it models costs, income, timing and returns to show whether a scheme is worth doing and how to structure it. Many clients need both.

Yes. Plum is on the valuation panel of every Cayman retail bank and is appointed to the Cayman Islands Government Valuation Panel for 2025/2027.

Yes. We can step in at any stage of a build, review the budget and programme, and start reporting from the next drawdown.

Yes. We model the full capital stack and the distribution waterfall, including preferred returns and promote, so all partners can see how returns are shared under different outcomes.

It depends on the size and complexity of the scheme. We confirm a timetable with our fixed fee before we start, and a first-pass feasibility can often be turned round quickly.
